India Had No Tsunami Warning System in 2004. It Took Nearly 12,000 Deaths to Build One

When the 26 December 2004 Indian Ocean earthquake sent tsunami waves crashing into India's southeastern and Andaman coasts with no warning at all, the country had no operational tsunami detection or alert system -- despite sitting on a tsunami-prone coastline for millennia. Close to 12,000 people died on Indian shores. The government's response was to build the Indian Tsunami Early Warning System from scratch, a nearly three-year effort that is now held up internationally as a success story, though it could not undo the toll of the disaster that made it necessary.

The Promise

Prior to 26 December 2004, India had no dedicated tsunami detection network, seismic-to-ocean alert protocol, or coastal warning dissemination system, despite historical tsunami risk in the Indian Ocean region; the 2004 disaster was the first tsunami of this scale to strike Indian shores in living memory for most coastal communities.

The Reality

The Indian Tsunami Early Warning System (ITEWS) was established at the Indian National Centre for Ocean Information Services (INCOIS), an autonomous body under the Ministry of Earth Sciences, and was formally inaugurated on 15 October 2007 -- just under three years after the 2004 tsunami. ITEWS integrates real-time seismic monitoring, a network of tide gauges and deep-ocean Bottom Pressure Recorder buoys, and numerical tsunami-travel-time modelling, operating around the clock from a warning centre in Hyderabad to issue alerts across the Indian Ocean region. India's system is now regarded internationally as one of the more capable tsunami warning centres in the region and has issued advisories for numerous subsequent undersea earthquakes, several of which did not result in significant waves reaching Indian shores. No system existed to provide any warning for the December 2004 event itself, and the roughly three-year gap between the disaster and ITEWS becoming operational meant India's coastline remained without a dedicated tsunami detection capability during that period.
