The New India Cooperative Bank Fraud

A Mumbai cooperative bank founded decades ago by a former union minister told depositors their money was safe. A routine RBI inspection instead found ₹122 crore missing from the vault, frozen every depositor's withdrawals overnight.

The Promise

Depositors' funds held at New India Co-operative Bank would be safeguarded under RBI-supervised banking norms, with internal controls preventing unauthorised withdrawal or diversion of the bank's cash reserves.

New India Co-operative Bank Ltd., a Mumbai-based multi-state scheduled cooperative bank, RBI-regulated cooperative bank serving depositors mainly in Mumbai and Maharashtra · 1 January 2020

The bank, founded decades earlier, operated under RBI's banking supervision framework for cooperative banks, which is meant to prevent exactly this kind of internal diversion of cash reserves.

02

The Standard

Depositor funds and cash reserves held by an RBI-regulated cooperative bank should be secure against internal diversion, with internal controls and periodic RBI inspections sufficient to detect and prevent large-scale embezzlement.

RBI Banking Regulation Act supervision of cooperative banks; internal control and audit norms.

The Reality

During an RBI inspection on 12 February 2025, ₹122 crore was found missing from New India Co-operative Bank's vaults. The bank's General Manager, Hitesh Mehta, who was responsible for the Dadar and Goregaon branches, is the prime accused, with the Mumbai Police Economic Offences Wing alleging he siphoned funds between 2020 and 2025 — with roughly ₹70 crore allegedly routed to a slum-rehabilitation project promoter, ₹40 crore to another individual, and further amounts to others. The RBI barred the bank from issuing new loans and suspended deposit withdrawals for six months from 13 February 2025, then superseded its board of directors for 12 months and appointed a former SBI chief general manager as administrator. By mid-2025, at least six people had been arrested, including the bank's former CEO, while the former chairman and vice-chairperson were named as wanted accused. No charges have yet resulted in a conviction.

Verdict

Under TrialMedium confidence

That ₹122 crore went missing from a depositor-funded cooperative bank under RBI's own supervisory watch is not disputed — the RBI's own inspection found it, and the regulator responded by freezing withdrawals and taking over the bank's board. What remains unresolved, more than a year on from the arrests, is any confirmed recovery of the money or a completed trial establishing individual criminal responsibility.

The discovery of the shortfall, RBI's regulatory response, and the arrests are corroborated by multiple independent reports. The ultimate destination of all the missing funds and the case's trial outcome remain open questions not yet settled by any court.

09

What remains incomplete

  • No confirmed figure exists for how much, if any, of the ₹122 crore has been recovered.
  • The former chairman and vice-chairperson were reported as wanted/absconding as of the sources reviewed; their subsequent arrest status was not confirmed.
  • No trial verdict has been reported; this entry will need updating once the case concludes.
