The Reality
The scholarship scheme's fraud problem is national in scope: a National Council of Applied Economic Research (NCAER) third-party evaluation covering 2017-18 to 2021-22 examined 1,572 institutes across states and found 830 of them fake, partially fake, or non-operational, with an estimated loss of roughly โน144.33 crore from those 830 institutes alone; a further pool of 6,055 institutes flagged by the National Scholarship Portal as suspicious yielded 609 confirmed fake or partially fake after inspection.
