IIPM's Unrecognised Degrees

For over two decades, the Indian Institute of Planning and Management ran nationwide MBA-style programmes and full-page ads promising IIM-rivalling careers, while UGC and AICTE repeatedly said in public notices that it held no recognition to award any degree at all.

The Promise

โ€œDare to Think Beyond the IIMs.โ€

โ€” Arindam Chaudhuri / Indian Institute of Planning and Management (IIPM), Founder and dean, IIPM ยท 1 January 2005

This was IIPM's long-running national advertising tagline, used across print and outdoor campaigns for its management programmes over roughly two decades; the exact first-use date is approximate.

02

The Standard

That a student paying for and completing IIPM's flagship management programme would receive a degree or diploma recognised by India's higher-education regulators (UGC for university degrees, AICTE for technical/management education), on a par with the IIMs the advertising invited comparison with.

The UGC Act, 1956 and AICTE regulations, under which only recognised universities or AICTE-approved institutions may award degrees or diplomas described as equivalent to a degree.

In force from 1 January 2005

03

The Reality

IIPM was never granted university status by UGC nor approval by AICTE to award MBA, BBA, or BCA degrees, a position UGC repeated in public notices for years, including reiterating as late as 2013 that IIPM could not confer MBA degrees. IIPM instead awarded its own diplomas while its marketing associated the institute with the credibility of a foreign-sounding affiliation to the 'International Management Institute, Belgium' โ€” which a Delhi High Court PIL hearing in September 2014 found had itself been set up by Arindam Chaudhuri and his father, Malay Chaudhuri, and was not recognised under Belgian law either. The Delhi High Court censured IIPM and Chaudhuri for misleading students, and the UGC's complaint led Delhi Police to register an FIR against Chaudhuri and his father under IPC Section 420 (cheating). Chaudhuri was separately arrested in 2018 in a โ‚น23 crore tax evasion case linked to the institute's finances. IIPM shut down operations around 2015โ€“2016 after the sustained legal and regulatory pressure and declining enrolment.

Legal Status

An FIR under IPC Section 420 (cheating) was registered against Arindam Chaudhuri and Malay Chaudhuri following a UGC complaint alleging IIPM misled and cheated students about its recognition. Chaudhuri was separately arrested in 2018 in a tax evasion case tied to IIPM's finances. This entry has not found a reported final criminal conviction specifically on the cheating/misrepresentation allegations, and IIPM itself ceased operating before any such case appears to have concluded.

FIR registered for cheating (IPC 420); separately arrested in 2018 on tax evasion charges. No reported final conviction on the accreditation-related cheating allegations as of the most recent available reporting.

Verdict

Wrongdoing ConfirmedHigh confidence

This is a well-documented case of an unrecognised institute marketing itself for years as an equal or superior alternative to India's accredited premier business schools, while the regulators responsible for degree recognition repeatedly and publicly said it held no such recognition. The allegations of cheating and misrepresentation are real and led to an FIR and (on separate financial charges) an arrest, but this entry has not found confirmation of a final criminal conviction specifically on the fake-accreditation allegations before IIPM shut down.

UGC's repeated public non-recognition notices, the Delhi High Court's 2014 findings on the Belgian-affiliation claim, and the FIR are each independently reported across multiple outlets over more than a decade, giving a consistent picture even without this entry reviewing the FIR or court order directly.

08

What remains incomplete

  • This entry has not reviewed the FIR, the FIR's final disposition, or the Delhi High Court's 2014 order directly โ€” it relies on news reporting summarising each.
  • The precise date IIPM ceased operations is not confirmed and is given here as approximate.
  • It is not established from available reporting how many total students enrolled in IIPM's unrecognised programmes over its operating history, or what refunds or compensation, if any, were awarded to them.

The Uttar Pradesh Food Grain (PDS) Scam

Between roughly 2002 and 2010, food grain meant for Uttar Pradesh's poor under the Public Distribution System, Antyodaya, Annapurna and Mid-Day Meal schemes was allegedly diverted in bulk to the open market and smuggled across the border, with CBI estimates of the diversion running to tens of thousands of crores of rupees. More than a decade on, hundreds of officials were named in FIRs but this entry could not confirm any major convictions, and UP has continued to top national rankings for PDS grain leakage.

The RG Kar Medical College Case: A Hospital's Duty of Care, Broken

A trainee doctor was raped and murdered inside her own hospital's seminar room in Kolkata in August 2024 -- a place meant to be safe under the hospital administration's basic duty of care to staff on duty. What followed was not just a brutal crime but an alleged cover-up by the hospital's own leadership, a CBI takeover, and nationwide doctors' protests demanding workplace safety that the system had failed to guarantee.
