Following food shortages and reliance on imported grain (including under the US PL-480 programme) in the years after independence, India adopted high-yield variety seeds, expanded irrigation infrastructure and subsidised chemical fertiliser and pesticide use, concentrated initially in Punjab, Haryana and western Uttar Pradesh.

The Reality
India did achieve substantial and durable food-grain self-sufficiency, moving from a food-deficit nation reliant on imports to a major agricultural producer and, in later decades, exporter -- a widely credited achievement of the Green Revolution. However, independent research and government data compiled over subsequent decades has documented significant environmental and social costs concentrated in the states that most intensively adopted the Green Revolution package. The Central Ground Water Board has found water levels in Punjab dropping at an average of roughly 20 inches per year, with 117 of the state's 150 administrative blocks extracting groundwater faster than it is replenished, driven substantially by intensive irrigation for water-heavy rice and wheat monoculture. Research has also documented soil degradation, including declining organic carbon content and progressive salinisation from over-irrigation without adequate drainage, and groundwater contamination with pesticide residues and heavy metals in parts of Punjab linked in various studies to elevated rates of certain illnesses. The benefits of the Green Revolution were also unevenly distributed geographically, favouring irrigated regions of northwestern India while rain-fed regions of eastern and southern India lagged in adoption and productivity gains for decades, a regional gap that has only partly narrowed since.
